female shih tzus still wetting in the house

I have two female Shih Tzus 4 and 2 and they still will pee in the corner of my dining room. It's awful, I've shampooed the carpet several times and even torn the carpet up, replaced it with new and they still did it and now the new carpet is ruined in that corner. They go outside on a regular basis, but it seems they still want to go in that corner. How can I get them to stop and get the pee smell out of the brand new carpet?
