When there are no dogs in sight she heels beautiful and right by my side. When she see's a dog that is to close there is no getting her attention. Even trying to go the other direction she freezes. I think her reaction is more fear than any thing else. Plus I forgot to mention I am walking 2 dogs at one time all though she was doing this behavior before the second dog came. They are both rescues and with them comes baggage. The second dog walks great and I thought maybe she would see from her there is nothing to worry about but not so. I am also worried the second dog will start the bad behavior. She is such a good girl I just wish I could get her over this so we could enjoy our walks more and not trying to take the direction with no dogs which doesn't always work. We turn around to go the other way and there is another dog now she really gets that trapped feeling. looking over her shouler ect. Thanks for for help/

Exactly Lee... Well stated.
Keep firmly in mind the following.....
REWARD behavior you want to encourage. CORRECT or IGNORE behavior you want to discourage.
